Cabinet Decision Designates Ministry of Innovation and Growth as Competent Authority

This positions Bulgaria as a key player in Europe’s ecosystem for secure communications and space technologies.

The Council of Ministers has approved Bulgaria’s accession to the European Commission’s GOVSATCOM (Government Satellite Communications) initiative and decided to designate a Competent Governmental Authority (CGA) within the Ministry of Innovation and Growth, with the Ministry of e-Government serving as the supporting institution.

GOVSATCOM aims to ensure the long-term availability of reliable, secure, and cost-effective government satellite communications services for EU public bodies and national authorities responsible for security-critical missions and infrastructure. According to the decision, participation will support public services in areas such as crisis management, border and maritime surveillance, and critical infrastructure management by providing communications capabilities in locations without terrestrial coverage or in the event of disruptions to existing networks.

The government said that joining the initiative and establishing the CGA would strengthen Bulgaria’s position within key European and international communications networks and reinforce its role in Europe’s ecosystem for secure communications and space technologies, enabling more active participation in strategic EU initiatives and contributing to the Union’s overall security and resilience.
