735 Issuance of Class A, Class B and Priority Investment Project Certificates under the Investment Promotion Act

Issuance of Class A and Class B investment certificates under the Investment Promotion Act
A Class A and Class B Investment Certificate shall be issued by the Minister of Innovation and Growth pursuant to Article 20 paragraph 1 item 1 on the proposal of the Executive Director of the Bulgarian Investment Agency pursuant to Article 19 paragraph 1 item 3 and 4 of the Investment Promotion Act, complete with the application for the issuance of the certificate and the documents attached thereto pursuant to Article 18 paragraph 1 and paragraph 2 of the Investment Promotion Act.

Issuance of a priority investment project certificate under the Investment Promotion Act
On the basis of a proposal of the Executive Director of the Bulgarian Investment Agency for the issuance of a priority investment project certificate under Article 19 paragraph 1, item 3 and 4 of the Investment Promotion Act, the Minister of Innovation and Growth shall submit a proposal to the Council of Ministers on the basis of Article 14 paragraph 1, item 2 of the Implementing Regulations of the Investment Promotion Act for the issuance of a priority investment project certificate under Article 68, paragraph 1 of the Implementing Regulations of the Investment Promotion Act. The proposal for the issuance of a certificate also proposes the approval of a Memorandum or Agreement of Understanding between the Republic of Bulgaria and the investor pursuant to Article 67 of the Implementing Regulations of the Investment Promotion Act. The Decision of the Council of Ministers approves the Memorandum and issues a Priority Investment Project Certificate based on the Memorandum.

Applications are submitted to the Bulgarian Investment Agency and the Minister issues the certificate.
